Default Can anyone tell me how to make water cards?

I am just hoping that someone can explain water cards. I know you use hair gel but what kind of a bag do you put them in and how do you adhere it to the card??? Also any samples I could see would be great (pictures of course)! Thank you!

Smile Water cards - little bags

I buy the little bags at the local dollar store, I get about 200 for $1.00.. that's in Canada. First thing I do is cut out the hole on whatever card stock I'm using, stamp and decorate, then just attack the bag using tape.

sorry, I don't know how to put pictures on the internet...
Mikki - who makes cards for nursing home residents. Favourite card is the Stampin Up fish with lightly tinted blue gel....
