The bump thing threw me for awhile too. It's just a way of posting to a post to bring it back to the top, it's used a lot when people are trading/selling and they want more people to see their post. They are "bumping" their post back to the beginning.
As far as the signature things, if you click on "Quick Links" on the blue bar and then click on "User Control Panel", it will take you where you can set those things up. Be sure and post back if you get stuck, it took me a few times to get things working the way I wanted.
