For me - my english is not that good, lol - it means do what ever you want to.
It means that I can use everything I see and it means, too, I CAN see everything
No mess, everything got its place and I can reach it easily.
And I can put it back, easily, too.
For me, it means not feeling hampered by any definitions of what is good, or not feeling invalidated by other people. Everyone is creative in their own way and just need to be open to creating what pleases them.

My lack of skill and talent have been detrimental to my ability to be creative. I imagine it's something like stage fright or writer's block. So, for me, unleashing my creativity means being able to create without my internal editor whispering negative thoughts. I am trying to combat this creative barrier by working on a "junk journal" (junk, as in it's OK if it's not perfect) and using uplifting quotes including:
"Creativity is allowing yourself to make mistakes. Art is knowing which ones to keep." Scott Adams
"You can't use up creativity. The more you use, the more you have." Maya Angelou.
I have to work at keeping organized. If I walk into my craft room and it is fairly cleaned up and I know where everything is then let the fun begin! If my room gets too cluttered, or overstocked I have to step back and reorganize to enjoy my room and my hobby to the max. When it is all clean and organized I can hardly stand to wait for my next project to begin.
I think, for me, it definitely starts with a clean area to work. If my desk/work area is messy...my work is messy!! And then I think its about having things at arms reach. Certain things like ink, cardstock, stamps and various tool are always at arms length. I just find it easier to work like that!!

I'm with you! Except everything doesn't have to be at arm's length. As long as it is in its place, having to get up to go to the proper cabinet, drawer or shelf, gives me a bit of moving around that is good for such a sedentary hobby.
