Default No "Manage Attachments" button?

A SCSer samanthasmom is trying to post a picture on a thread and says that she isn't able to. She said that she doesn't have the "Manage Attachments" button when she is replying. Is there a way for anyone to check this out? I have explained where it is, but she says she doesn't have this "button".

She may have to click the little down arrow to the right of the words "Additional Options" in order to view that option.
