Need help on attachments

Forgot how to attach a picture to my post. I have done it before, but can't remember how. Shouldn't be that difficult huh?

The paperclip icon has no pop up words when I hover over it and doesn't work when I click on it. Nothing happens. The drop down arrow doesn't work either.

Under additional options, when I click on manage attachments, it doesn't work--nothing happens.

At the very bottom of my page, under posting rules, says I may post attachments.

Glad someone brought this up. I've also had problems with attachments. When I go to add an attachment I'm at my limit. This hasn't been a problem until recently. The bar is completely red. Did something change?

For the OP, if you hold down the ctrl button and then click on the paperclip, the pop up window should open with the attachement options.
