Question Kissing

Can someone please explain how the kissing of two backgroung stamps is done.
Do you use versamark and the same colored ink as your cardstock? If so which one goes on top? I love the look, but am just not getting it. TIA!

I use dye inks, but I imagine the craft inks work too.
