Yeap, you do need to condition them...you can do this several ways scrub them hard over the top of your ink pad, use a clean eraser over them or just stamp, stamp and stamp some more to get that film...

I would say go onto the airlines website and they should have listed what can be carried on and what can't. I know before the Dec crack down you could take scissors if their blade was less than 4...
