When I've printed clip art/digital art with my inkjet printers I always heat set before doing any coloring. I only water color using markers or pencils.

I buy clear acrylic cutting pads from Amazon- $2-3 less per pad compared to other places. They are the same size as the Sizzix ones. They come in 4-8 per package. Lots of options for these.
