Some craft stores carry it and it is usually found in the fabric paint aisle and/or the paper crafting aisle. Some tips:
shake well
squeeze out directly on paper or use a brush or your finger
if you heat right away it is very puffy (like popcorn)
if you let it dry, it is less puffy (I leave mine to dry overnight)
be careful -- it can burn and turn yellow

you can put glitter on it when it's still wet then when you heat it the glitter is all imbeded in there.

I use Tulip Puffy Paint - you can get it at wal-mart or Hobby Lobby for $1 - it's all I use and it works great!

Squeeze it out onto your project, heat it and then when dry you can also chalk it to change the color.
