Default SU Flower Pg.123

Can anyone tell me how the flower on page 123 in the SU book is made? I know you can make them by folding them back and forth like an accordion but these have a scallop on the edges.

It looks like one of the scallop dies that has been scored and accordian folded. I bet you'd have to punch the center to have some play in the folds.
