I don't know what kind of sewing machine you are using, so can't say for sure. It may be that your tension is too tight. Loosen it a little and see if that helps.
Does it break when you sew on fabric, too? or only on paper?

Also, make sure that you aren't using thread that has been stored for years. You shouldn't be able to make the string break with your hands. If you can, try buying some new thread.
