Need help - what adhesive??

I am trying to attach tulle and a small strand of pearls to cardstock, but don't know what kind of adhesive I should use. I already tried the ZIG brand two way glue pen and it didn't stick. I tried to show a picture of what I want it to look like - I used double stick tape in the photo - but my file is too big. I can send anyone an email who wants to see.

Please let me know what you think would work.
