Did you pay with Paypal? If you did then you can file a complaint with them too and they will investigate. They will after investigating, refund your money to you if the seller is in error or they do not respond. Hope you get your stamps or money.

When you contact eBay for contact information, you can get the seller's location. Doesn't look like this particular seller can use Katrina as a legitimate excuse.
