I think the only alternative to using foam or thick chipboard to build up the layers is to use a special shaker window - I know Royal and Langnickel used to do them, and I think Flower Soft do, too. Also some packaging is suitable for recycling into a shaker window - I have some heart-shaped packaging from buttons sitting on my desk waiting to be made into a shaker card.
I've done it by sticking together multiples of a die cut frame - sample pic attached and step-by-step description here on my blog if you're interested.
