If flower-soft makes white, then you could use that ... or maybe use teeny pieces of toilet paper scrunched up?

There is a product called Liquid Applique that comes in a tube and you apply it much like glitter glue; let it dry and then you use a heat gun to make it puff up. (I used it on This Card on the fur trim.)

If you are going to Michaels and venture out of the stamping aisle into the area with the t-shirts to decorate, Tulip makes a fabric paint that puffs up. I'm not sure if that one needs the heat to make it puff up, though.

There is also paint from Deco Art called a Snow Writer, which comes in a tube with a pen tip and is dimensional. I haven't tried that one, although it is on my list

There are several puffy type paints in a tube on the market. I think Walmart sells one for under a dollar and I believe Tulip also manufactures one.

You could try to cut a cloud shape and then pop dot it...

Have you tried Snow Tex?

I discovered it through this tutorial: Dimensional Tin Ornament Tutorial - Splitcoaststampers and I love it.

Word of advice - don't use it over water based mediums - since it's waterbased as well, it will make water-based ink run - use alcohol markers, etc.

Marvy makes a Snow Pen - Marvy Snow Marker*::*Drawing Markers*::*Markers and Pens*::*ArtistSupplySource.com

I works much like Liquid Applique -- puffs when you heat it.

I used 2 different techniques myself. I used this paste like stuff that they sell around christmas time. It's usually found in the craft paint section.

What I did use another time was Puffy paint. I think that Tulip makes it for fabric painting so its durable. I used it and then sprinkled a white fine glitter on top to give it some serious depth. It was really pretty too.

I use the Tulip brand dimensional paint. You can get it at just about any craft store.

Lydia that paste that I mentioned was a matter of fact Snow Tex. I was reading follow up comments and didn't realize that 1st line of your response until I came back.

I loved that snow text. I've used it for years and years. My kids and I would make ornaments together every Christmas and we always had to use Snow tex. I know that there are other brands of it too.

It was driving me crazy what it was called but I didn't want to go down to the studio and dig around to find it. (Starting the packing process) Thanks Lydia for the mention. I may have never remembered what it was called.
