I haven't done this, but I remember people saying Office Depot, Staples, and Kinkos. You could call and ask what they charge.

Sometimes people get their cardstock cut there, too. For making 4-1/4 x 5-1/2 cards.

My Staples charges $2.00 a cut. They can have a stack of 100 pieces of cardstock in each cut. Love it!

I get mine at Office Maxx. They cut a pack of 12 for $1.00. The pack of 12 is $7.49. Works for me.

Here's an SCS tutorial for Junior Legal Pad wishlist. That will show you the size of the pads everyone is talking about and give you an idea of what you can do with them once you have them cut!

I had a bunch cut at Staples, used a few for projects, and have lots left! My dd loves to use them to doodle in the car.

I was always using our local copy shop to do my cuts until I made the VERY BEST investment of my crafting career--a large capacity cutter. It can cut a ream of 20 lb. paper, stacks of chipboards or magnets, CS, binding off catties, etc. LOVE it!
