Too cute. From the supply list, I have a feeling the cut strips of paper are pinned to the foam wreath base. Probably wrap the paper strips around a dowel to get them to curl. The instructions would be nice, these would be a great gift.

Wow - that is so cool! I think I'm gonna try that! I do think, the strips of paper are just curled (maybe using a bone folder or the like) and then just simply pinned to a foam wreath. How neat!

My guess is that strips of paper were cut across the sheet, from the bottom to the top, then pulled over the side of a scissors (not the blade) or the back (dull side) of a butter knife. Depending upon the paper, use a 'culring' tool that results in a tight curl.
If the strips aren't curling, chances are good they were cut along the long side of the sheet.
We used to make 'paper trees' using this technique...a pin was stuck in one end of the strip to attach it to a STYROFOAM cone shape. Strips at the top of the tree were more narrow than those at the base. Good way to use up odds and ends of paper.

It appears to be made from old fashion paper curls?
Abount 1-2" wide, about 6" long and rolled (curled up) on a dowel. They are then glued or pinned to the wreath form?
Just a guess.
