They're sold by Stampin' Up!

They are a metal brad with a flat surface. You punch a small circle of paper that you've stamped, or printed paper and adhere it to the brad. Over the paper, you place a clear epoxy sticker (a page pebble or bubble sticker).

If you search the gallery for build a brad, you see lots of examples.

HTH!

OH I LOVE THEM! You can make your own custom brads. The top of the brad is 1/2" diameter. So use a 1/2" circle brad...punch out anything you want...place it on top and put the self-adhesive bubble on top. And Voila! Custom Brad. I will buy any stamp set that has something cute I can punch out a 1/2" circle from just for the Build A Brads. They are GREAT! Let me know if you have any questions. I'm obsessed with them. (Can you tell? Geez...sorry for my excitement! )
