I buy my bags at AC Moore. I don't think they are necessarily cellophane, more like thin plastic, but they are in the candy making section and come in a variety of sizes. 20 large bags (11 in. x 5 in.) were $1.29 or $1.59 .. somewhere in that ballpark.

Depending on what kind of bags you are looking for, The PaperZone (store and online) has the "flat bags" in several colors. I just bought some that seem like they were about 4x6 or 5x7 and the were 100 for around 4.00
