Default alcohol/color tissue paper technique

I can't find the details for this technique using glossy paper. It is similar to polished stone. I think you put small pieces of tissue on the glossy then dab with alcohol on cotton balls then remove tissue. Anyone remember this?

You can do this with just water over the tissue but it has to be bleeding tissue type. Regular stuff you buy won't work unless it is labeled 'bleeding'.
