I either use Liquid Applique (apply it then heat it with your heat tool and it's get's all puffy) or Fun Flock (can use glue or heat and stick powder to adhere it).
I have a few different ways I make snow, but quite often I use a product called "Snow Writer", made by DecoArt. I got mine at Michaels, but it only seems to be out at Christmas with all the Christmasy stuff. You might find some on ebay, however. There is regular and "glistening" ... both are really nice. I also use Liquid Applique (like the poster above) ... just depends on my mood. Sometimes I also use "SnowTex" by DecoArt.
I sponge on white craft ink then emboss with a glittery clearish powder. Or emboss with heat-n-stick powder then rub on white & silvery glitters.

I'm lovin' liquid applique, which you can also sprinkle some glitter on before heating and puffing! I was wondering if after it puff you could take a marker and color it... haven't tried that yet, but I bet it would work.
I have used it but like you not thrilled with it on cards
I have used cheap bulk puffy paint on paper
(may have been tulip)
the trick is to let it dry and go back later and puff it.
I once spent a whole session experimenting.
I really only use it with watercolor garden set for the flowers but it worked great freehand for popcorn and latte cream.
I still haven't tried it for a santa beard but I did use it on santa baby and boa baby for the fur/feathers...
I have not tried it on snowflakes either but when I was doing flowers I spread it with a serrated plastic knife on a used a marg lid and to get good coverage.

clean often between "inkings" with the puff paint.
It would be better with smallish or medium bold stamps.
the large images seemed to have a void where it "suctioned " on...
although I used a brush to smooth/cover any voids on the stamped image on the paper.

there is always discounted puff paint in large amounts cheaper than the liquid applique.
__________________ if your path is boobytrapped you are probably on the right track to treasure BUT if everything is inordinately hard you probably are rushing to the final exam in the wrong place a day early.
I have not tried it, but I'm curious! It says you can add glitter to it. The problem is it takes a few HOURS to dry. Oh well! I can set things aside for awhile to dry!
This SNOW is great, really easy:
cheap white shaving foam and elmers white glue...use the shaving cream lid, give it a squirt (about enough to shave 1/2 leg (heehee) add about 1 Tbs glue, mix well and apply like paint.
We use it at school for winter projects. The thicker you apply the longer to dry. Sprinkle it with prisma glitter before it dries for a snow day sparkle. It's great for stenciling, and it you do a square, then you can wait until it dries and stamp on it for a great baby blanket sort of texture.
NOT for scrapbooks due to chemicals in shaving cream!

I use Snow writer and I've found that it dries in about 10 minutes. I used it on most of my Christmas cards this year. I really like it.
thanks for all the great ideas. need to get a few of them and try some them out. locally I found liquid pearls and I was able to get my swap done and almost in the mail.
