I found a much better product than Mod Podge through a tip from a fellow demo. It is called Perfect Paper Adhesive by US ArtQwest. I got it at Michaels in the adhesives section. I have also found it on some of the scrapbooking websites. You use it the same way as Mod Podge but it is VERY matte finish (I hate the shiny look of Mod Podge, even the matte one) and does not leave brush marks. You can use it to apply paper to anything and can, but don't have to, use it to seal or coat the project for durability. It dries very fast and and sticks very well to any surface. I have a Altered Clipboard that I put 3 coats on to protect it and my gals couldn't believe what a nice smooth finish it gave. Give it a try - I'll bet you like it much better!
I'm not a fan of Mod Podge either. I agree with Joan, PPA is awesome. I also prefer Royal Coat Decoupage over Mod Podge, hands down. (Its much better quality and you can get it at Walmart, Michaels, JoAnn's, AC Moore)
I saw a hint the other day that said if you use modge podge to glue down your paper, make sure it is completely dry before you add a layer over the top of the paper; I think not waiting for it to dry may have led to bubbling on a project I did; I'll follow this advice next time!
