I know the current Stampin' Up catalogs will include any punches or dies that coordinate with a stamp set. When you look at the stamp set there will be a colored line drawn around an image that indicates there is a punch or die specifically made to size for that image. There will also be a small notation at the bottom right side of the stamp images telling you if it's a punch or die and what page in the catalog it is on.
As for DSP, not all the stamp sets have a specific coordinating paper. Some that are specifically designed to go together will be presented on one or two pages as a "suite".
For instance in the current catalog on pages 42 and 42 there is the "Patio Party" suite. They list the stamp set, DSP, twine, Embossing Folder and even a die all made to go together. Other sets; such as Tart and Tangy that you mentioned ( and is a set I own ) didn't ever have any DSP designed to go with it specifically as far as I know.
For something like that it's your own personal style that will come into play!

The "suite" concept is a relatively new thing that SU! is doing. Many times a stamp set will be introduced in a catalog with a coordinating paper, but the paper retires with that catalog, while the stamp set may stay around for awhile. This is true here. The paper released with Tart and Tangy was Summer Picnic (not necessarily as a "suite", but using same/similar motifs).
Every once in a while I'll see a motif from an older stamp set incorporated into a "new" paper and it makes me smile...

If you think a stamp set and DSP look good together then, by all means pair them up! :-) This hobby is supposed to be fun, and there's no reason you can't pair ANYTHING with ANYTHING else if YOU like it. That's the only thing that matters to me - most of the time I use stamp sets, DSP and/or embellishments that are all from different companies.
I apologize if I confused you. Tart & Tangy is an older set so any paper that was released at the same time is just something I don't specifically remember! Especially if it's retired and I don't have older catalogs laying around.I put in the "as far as I know" comment to indicate I wasn't sure. The whole point of my response was just to point out the helpfulness of the "suite" concept in the current catalogs and to point out that not ALL stamp sets will have specific coordinating DSP.
Like meeyore151 said, this is supposed to be a fun hobby and I just wanted to encourage you to pair up whatever you think looks good together! Your own personal taste!
