1/8 " hole punch and some mini brads as starter embellishments
OR tool kit with various size hole punch
or crop a dile
A good basic stamp set with sentiments HB, TY, Thinking of you works for sympathy or get well
I am relatively new to stamping cards (about 5 months now) and here's what I would consider good starters:
-paper trimmer
-scoring device (highly recommend the scor-pal!)
-stamp scrubber and stamping cleaner
-"useable" stamp sets with common sentiments and images that are easy to use for a lot of occassions
-basic black ink
-markers or one set of ink spots/pads in color family of stampers choice
-quality white CS and matching color family of assorted CS (to match inks)
-adhesive (Mono green and white bottle is great!)
-embellishments: brads, ribbon
I think the above makes a great start!! As an avid scrapper I was fortunate to already have some "extras" to play with in my card making!
That is what I was going to suggest. Point her in this direction and the world will never be the same for her.
Seriously, I would start slow. A few of the basics are good. I think the best advice someone could have given me was to buy quality stuff - especially inks and paper. Avoid the paper at Michaels, JoAnn's, Hobby Lobby. And buy stuff that coordinates - I have so much ink and paper that does not match anything - one of the reason I love SU paper and ink.

Permission/encouragement to throw things away -- I started stamping in the early 1990s and have only recently been able to get rid of some terrible mint-green CS (anyone else get that Fiskars Pastels CS pack? :P) I used part of fifteen years ago.
A ream of 110# bright white CS like the Domtar available at Staples.
A pack of quality CS like Bazzill, etc, and a pack of quality PP like Basic Grey, etc.

I would add to the list a corner rounder punch. It's a really easy way to change up the look/style of a card, and even a beginner can use it (no skill required!).
A good cleaner is first on my list for a newbie. If it's a pain to clean up, who is going to want to do it again? I think more newbies are turned away by that than anything else. After a good cleaner, good inks. I love SUs inks. I've used a lot of different inks and I'm convinced you get what you pay for. Inks last so long that it's silly to skimp on them. So with good inks and good way to clean them... what better way to start?!

I would say a stamp set that is really versatile... like Pick a Petal, Baroque Motifs, or Priceless. I love that you can do so many different things with those.
Also, not required obviously but fun, are a couple of cool punches... like the scallop circle w/ a circle to layer. I think these add so much WOW for so little time investment. Any nesting set of punches would be good for this, or I think the word window is also very versatile. Photo corners can be used on almost any card. sigh... can you tell I have punch envy?!
