Smallest: 3.5" wide x 1.75" high folded (3.5" x 3.5" flat)
Largest: 4" wide x 2.25" high folded (4" x 4.5" flat)
If you cut them 3.67" wide, which is within that range, you would get three of them across the 11" width of your cardstock.
As far as the height goes, 8.5" divided by 4 would make them 2.125" high. So, you would be cutting flat pieces 3.67" x 4.25". Scoring would be in the middle, at 2.125". You would get 6 place cards per 8.5 x 11" sheet with no waste and minimal cutting.
For a project like this, it's easier to score the fold lines first on the full sheet, before cutting.
