I also use ClearBags - Promote, Protect and Preserve for my white and ivory mailing envelopes. They are E120 and E121. I order 3000 at a time and it costs me including shipping just over $100.00. This is the best deal I have found.

If you have a Sam's membership, you can get them online with free shipping for a great price. Only $6.67 for 100 envelopes. This size is called invitation size, and fits standard A2 cards, 4-1/4" x 5-1/2". Here's a link:
I get mine from an SU rep, but they're not SU. She purchases them by the case (not sure how many that is, but I buy them by the box of 200) and resells them to us. Her supplier is a stationer - works great all around.
I purchase them by the case or box from Staples.com. They come in ivory and white and fit the 4 1/4 x 5 1/2 card. I feel like the envelope usually goes in the garbage, so I don't spend alot on those. I do stamp on the outside of the envelope (like in the lefthand corner) just to dress it up a little.
I get mine from Hollo's Papercraft in Brunswick, OH. They are $0.05 for a standard envelope. They have all different sizes and prices. They also sell cardstock for $1.50/lb.
If you ever head to the Cleveland area, it might be worth it for you to stop there.
Walmart has white and ivory envelopes that are big enough to hold a 4 by 6 picture. At my local craft store they call this a mid-size envelope. Walmart's envelopes come 50 to a box and I have found them in some stores for around $3 and around $5 in other stores. You need to shop around a little, because even though WM says they match other store's prices they do NOT mean other Walmarts!
I have also found envelopes at Office Max and Staples, but they usually run a little/lot higher in price unless they are on sale, or you have a coupon of some sort. Good luck with your search.
I also get mine from Heinrich, I live the Twin Cities so I can pick them up and save on the shipping. One thing with them, the quantity is not always correct in the box. Every box I have bought from them was short 20-40 envelopes per box. I called them and they were very good about mailing out the replacement quantities! So you might want to double check your quantity.
Lately I've purchased them at chain stores (like Hobby Lobby) using coupons. I really love the ones I get from Stampin Up and I use those, too. I have also bought envelopes at local craft stores (they often have big bulk boxes and sell them individually for a few cents each, and they are usually excellent quality). One thing I've learned is that I like to make cards in different sizes so I prefer to have several sizes on hand. I also love to use colored envelopes when I'm hand-delivering the cards (such as with a birthday gift) rather than mailing. I love the idea of buying a large amount in bulk, but I like the options of various sizes and colors. Recently I started buying some in slightly larger than A2 size because I found the A2 envelopes often didn't leave me enough room for my embellishments.
I get them at staples when on sale. Normally $9.99 for 100 but I wait and buy a couple of boxes when they are on sale for $5 for 100. They are good quality. If you buy the box cards at the dollar store, sometimes those envelopes are very thin and tear in the mail.
Hollo's paper store on Pearl Rd. in Brunswick, Ohio my last pkg. awhile ago, was 5.50 per 100. do not know if they ship. a million things to see in that store.
However, Staples had a sale on their "specialty" envelopes a while back (which work for A2 cards and 4 X 6 photos). The size is 4 3/4 X 6 1/2, which like a previous poster said is good for A2 cards with embellishments. A box of 50 for $1.00; there was a limit of 2 per customer, so several of my co-workers picked up some for me.

i make mine with the 'crafters companion enveloper'. the company is in the uk and they make these plastic boards with instructions on site in case you lose the ones that come with it. brilliant!!! i had them for a while before i used them as i was a bit daunted by them, but just follow the instructions and it is so easy!!! you can make the envies to fit the card - almost any size at all from 3" upwards
