Default Paint can dilemma

I have read the directions for Marcia Howell's paint cans and I am confused. When she says to cut a slit 3" down what does she mean. Where on the paper do you cut? Help!!

Default Paint Can Help

Krissi, I have made quite a few of these paint cans and I'll tell you how I did the slit. You are using two pieces of paper or cardstock to go around the can, correct? Well first you are going to cut a circle near the edge of the paper or cs near where the circle is. It's like maybe 1/4" from the edge. Now you cut a straight line from the top of the paper or cs straight down to the top of the middle of the circle. Does this make sense. Now when you adhere the paper or cs to the can there will be a slit there put it hardly shows, especially if you tie a ribbon into a bow on the handle.
