Default Question about retired sets?

I'm not sure I understand this. If a set was in the Summer Mini, for example "Bud Basics" and it is no longer available as of August 31 why is it NOT considered "retired"?

SU! doesn't consider it retired until the next "big" catalog comes out. In this case, the 2007-08 catalog. There is a chance that it may reappear in that catalog.

Because it might be included in the catalog released in July 2007. We don't know what will be included and what won't be.
