Crystal Effects is a SU product. But you can buy something similar at Michaels called Crystal Glaze or something like that. Why don't you contact a demo and see if they can help you out though?

If you buy through a demo, you not only get the product, but you also get training!

I have some that is: Aleenes Paper Glaze. It is even in the same type of bottle as Crystal Effects. I think it came from Hobby Lobby.

Ranger has a product called Glossy Accents, I bought it at a local stamp store ~ It works great.

I've also used Aileens Paper Glaze, I think I might have bought that at Michaels.

I use ROYAL COAT crystal glaze. It's by Plaid but is discontinued. The good news is that I got it at JoAnn's for $2 in the clearance section. It's in a small off white colored tube. There was a whole basket full of them. It looks off white but dries crystal clear. I use it on my dominoes and all my paper stuff. Works exactly like CE.

I have used Diamond Glaze and also Crystal Laquer which do the exact same thing as Crystal Effects. Those two are all over the internet. You can get Diamond Glaze at almost any LSS.... Just do a good search for them.

I use PLAID Royal Coat Dimensional Magic. I got it in Minnesota about 3 years ago, don't know if they still make it or not.
