Its most likely a graduated die or done with a cricut. Cut 1/4 inch larger than the original image. It looks like its from the curly label cricut cartridge. (not sure if thats the actual name of the cart its just what i call it)

The die is from the retired Chalk Talk framelits set. She stamped the brown piece with the matching, retired, Chalk Lines stamp set then cut it out right next to the stamped image. That makes it a tad smaller than the die size, about 1/16 inch all around. The pink is the full-size of the die.
Here is the blog post where she shares the card. If you click on the picture, you can see the stamped image and that it was hand-cut right next to it.
You can do something similar with a lot of dies by tracing the inside edge of the die and hand-cutting, then layering on top of the die-cut piece. If the inside edge is also the cutting edge, then you can trace the outside edge and layer the die-cut piece on top...
You can also cut 2 pink tags and cut each in half on opposite sides and attach to creat the border. It looks like maybe that is what she did...if you look closely at the side of the tag you can kinda see the join.

I like your idea too, Sue, about tracing and cutting either the inside or outside edges of the dies. Great tip!

I do this often, and I must say, I've gotten pretty good at cutting them out!

I just came across this video earlier today. Went back to find it because I thought it was a neat idea. I don't have any dies or cutting machines but I do have that punch.
