Don't know if this helps, but I found this blender refill recipe on an SU demo's blog!
I can tell you that rubbing alcohol, or Isopropyl Alcohol will work as a substitute for Ranger Blending solution.
Do you have a bottle of the SU? Does it tell you on the side what the ingredient is?
The Ranger one does list it's ingredients on the side- Isopropyl, Ethanol & Propylene Glycol Methyl Ether!
But I find the Isopropyl Alcohol on it's own works fine. However, I've made a note of this recipe and will give it a try.
In case anyone wants to try it, you can usually find small bottles of glycerine in the baking aisle, it's used to help keep Royal icing soft.

You can also find glycerine at drugstores and pharmacies - you may have to ask the pharmacist where they keep it, though...

Just adding that the 91% rubbing (Isopropyl) alcohol will give better (more vibrant) results than the 70% one.

Blending solution has resin in it. I've heard Tim Holtz (in videos) say to never spray it. He also said they filled water brushes with it and it dissolved the barrels.

IMHO they don't work the same. Copic blender is 90% ethanol alcohol - I buy it at the drug store to refill my Copic colorless blender and it works great.

I've made the homemade blender 'pen" solution and it works fine in my blender pens but not for use with my Copics.

Neither the ethanol or the blender solution work the same as Ranger's blending solution. Ranger's will let you blend/bleed alcohol colors where the ethanol will dull and can bleach out the alcohol ink. Blender with glycerin is a horse of a different color for what it will blend.
