the paper may affect how quickly it dries, and as someone else says ( especially since its ben a few days) try you hair dryer to dry it, since you are not embossing it and worrying about the powder . Craft ink is like paint sometimes humidity, recent rain, the type of paper, where you are storing it, etc will affect the outcome and how quickly it dries,
if you are still having some problems with it, apply some crystal effects or white chalk, or a pearl ex to it, and that should stick to it if it is still a little tacky and suck up whats left of the wet feeling ( i hope that made sense, having a day )
