I quit subscribing over a year ago to RubberStamper, but have scanned copies on the newsstand and found them to be considerably disappointing, but probably due to my own taste in artwork????
Stamp It! (quarterly, off the rack only) by
www.papercrafts.com is not bad--and it's a shame they don't offer it in a bi-monthly magazine; I think there would be a lot of folks interested?

www.papercrafts.com primarily features use of scrapbook materials for paper crafting, with relatively minimal stamping, IMHO. However, many find they can easily adapt the ideas showcased to incorporate the use of stamping.
Several other magazines that include an emphasis on scrapbooking materials for card making are Cards by
www.papertrends.com and Paper Trends itself, at the same site. Again, ideas can be adapted for stamping. However, these publications have a hefty price tag of $14.95 off the rack, but you can subscribe annually for considerably less than the newsstand price.
