Default Decorating Tiles

I know you can stamp on tiles but was wondering if anyone had painted on tiles before? I was at a friend's house and she had bought a tile that read "Semper Fi" from the MCX. It was really cute with black polka dots around the edges and was hung up with ribbon. Anyway, i thought "I could make one of those instead of paying for it." Any ideas on how to do it? Would you think it would be the same way as stamping where I would bake it and seal it? It was on a finished tile.
