No line coloring is a technique that is used to make it look like your art is original instead of stamped! ;)
You stamp an outline image in a really light color of ink that either blends with the medium you are coloring with or just disappears because you color over it.
Inks that can be used are various. Anything light (and you can stamp off before stamping on your card if it's not light enough) is what you want to use. Fadeout ink, light colors of distress ink, etc all work well. Then you color your image with your chosen media...right up to the lines and it all blends in and doesn't even look like it's stamped first. Magic!
