To use the Perfect Layers, you take the piece you want to mat and adhere it to the cardstock you want to mat it with. Then you decide how big the mat is going to be and choose one of the edges. It starts at 1/16" and goes up to 5/8".
You lay the Perfect Layers tool with the desired measurement on your cardstock and butt the lip on the underside up against the piece you are matting. The tool will stick out past this edge exactly the measurement you need and you cut it with a mat knife or a rotary cutter. You need a cutting mat and a cutting tool to go with it, but most people that I know already have these. If you'd rather, you can run a pencil down the side of the tool, then take it to your paper cutter and cut the cardstock there.
I bought the SU! one and it does have the advantage of having metal edges on the sides of the tools, from what I know, the QVC version does not. The metal edges would prevent the tool from getting nicked by your Exacto knife.
I really like it and have recommended it to my customers, because you don't need to do math while you are working; the tool figures it out for you. HTH!
