Did you check with Inky Antics? I think that she looks a lot like there women and that would be similar to many of their sayings. Just a thought.

If it is a Stamps by Judith stamp, it would be stamped on the side of the block with the copyright symbol, the name "Judith", and the stamp number.
I have a Stamps by Judith catalog from two years ago. I'll try to find it and take a look through it, but I don't recognize it as being a Judith.
