The cards are beautiful, but I don't know how many people buy cards off ebay. Maybe she should try etsy? I know the fee's there are a lot smaller too so she could list more.

Maybe also list the cards separately, instead of as a pair. Just keep at it - look at all the other pretty hand-made cards on ebay with no bidders - it doesn't mean they aren't pretty!!! Your SIL's cards are wonderful!
I do sell cards on etsy, and to be honest, it's just as hard as selling on ebay. Many people don't want to spend postage to buy a single card, yet sets don't sell well either. The cards I have sold on etsy have sold in the same order as several other items.
With any kind of internet sales, it takes a while to build up a reputation and gain a following. It's more work to promote yourself than to actually create sometimes.
I don't want to be discouraging, and I know it's hard sometimes when you don't see instant success. I didn't get to see the card before you took it down, but what I would suggest would be for her to invest a few bucks in Etsy. Take, say $5, spend it listing 25 individual cards. The best way to do that on Etsy is to space out the listings 2-3 per day, so that you get the most exposure at the top of the categories and on the "Just Listed" scroll.
