I'm just finishing a CJ on another board.

This is the way ours was set up:
We have 10 members. Each member on the list mails to the person next on the list, so you are always mailing to the same person. Each journal is about whatever it's owner wanted it to be about (mine was favorite quotes). We set a size limit (for mailing purposes), agreed on mailing dates (1st and 15th of every month) and had a month to create our journals. We decorated the books, did an intro page describing what we wanted in our CJ, created a sign-in page, and did a set of pages ourselves.
We made sure to check in each time we got a journal. We all agreed to post the priority tracking numbers so the CJs could be tracked. That has been a good way to keep everyone accountable.
