Neutral means that there is a perfect balance between acidic and basic. Things like lemon juice and vinegar are acidic. Things like bleach and ammonia are basic. Both can burn, and both can degrade your pictures over time. By being pH neutral, the balance between acidic and basic means the effects of one will offset the effects of the other, and protect your pictures.
