Hi, I've seen a couple of your posts here and there
I don't see why they wouldn't be accepted. I have never read where there is a country specification for submissions. I'm not sure how much postage is for you to send to the UK, but there is also the UK...PaperCraft. I love their publication...even though it costs far more to buy it here in the US than an American publication.

I've noticed quite a few cards from stampers living outside the US in the publications by Stampington & Company (like The Stampers' Sampler, Take Ten, etc.) You can read their submission information by clicking here.
Every one of them have different rules. There are many online publications too, check those out.
I know that Memory Makers, one of their Master scrapper for this year is from Manila (I love her work too!) and she's a DT for Bad Girl Kit and some other stuff. Awesome girl. So it's not impossible for anybody I think now to either be published or be a part of a team that are miles away.
You just have to go to each site and read their info or email them directly for the info.
