I have also had excellent results with double-stick adhesives for altered notebooks. If the cover is a heavier weight of chipboard, you can also adhere the paper with Mod Podge ... but will need a "light hand" to spread a very thin layer. Sounds like too much liquid soaked into the notebook cover. Good luck. Don't give up .. .. make some adjustments in the products you're using though.
