Default Which comes first?

I see so many beautiful card samples with crumpled cs in one of the layers. Do you wet then crumple or crumple then wet and do you always wet? Help! I can only hope to have cards as great as the ones I see on this site.

I wet then crumple. It makes the cs so much easier to crumple up if it is wet first.

Wet then crumple
or
crumple without wetting at all.

Just gives a little different look.
