Default Fun Foam or Something else for a embossing mat

Can I use fun foam sheets if I don't have an embossing mat?

Are you asking about using them in something like a Big Shot? I wouldn't think so, if it's as a substitute for the silicone/rubber shim. Fun foam tends to go flat after a couple of passes through the machine, and wouldn't provide enough resistance to help with embossing. It's full of air, while the silicone shim is solid. It's not something I've ever seen here but I believe a lot of people substitute with something like plumbers gasket from the DIY store. I think that's what it's called.

Yes, that is what it's called. I used one in my Big Shot for quite some time before I got silicone, and it worked quite well. If the question is regarding embossing to shape items (like flowers) on a mat to give them shape and dimension, then thick fun foam works, sort of, but you'd do better with a mouse pad, as it has more give. I have an actual embossing pad that was part of a Pergamano set that I use. Mine is considerably smaller than this one, but same concept: https://www.amazon.com/Pergamano-Del.../dp/B001VE3IEO

Personally I think you'll be much more satisfied with the silicone embossing mat than with a piece of fun foam.

If you are using embossing folders you would get erratic results with the fun foam because it changes character the more you use it. It never returns completely to its original condition. The silicone compresses only to a point and returns to the original shape.
If you want to use a die to emboss instead of cut, then you absolutely must have the silicone mat. The die will cut through both the paper and the fun foam. The silicone mat allows the die to press into the paper but not cut through.

As for plumbers gasket...it is less expensive than the silicone mat and I believe it is rubber. It may have a different thickness and/or a different amount of give. You would need to try it carefully in your machine to confirm that it will do what you want it to do without putting too much stress on your machine.

ETA...Spellbinders' tan embossing mats are two for $10 at Amazon. That's the kind that I use.

I use the thick funfoam for an embossing tool and I love it. I have difficulty with many of my detailed embossing folders breaking the paper when I used denser 'suggested' mats. I make sure the foam is on the bottom of the sandwich when I pass it through. Excellent results!
