If you are buying water based reinkers then watercolor paper is good. You could also use mixed media paper or bristol smooth surface. I put a few drops of ink on a mat and spritz it with water and then dab my paper in it to get fun backgrounds. For alcohol inks I use yupo mostly. You can also use the mixed media and bristol with alcohol paper too.
I love using my Distress Re-inkers for watercoloring and for inking up bkgs. I use a heavy white cs I get from my local Scrapbook store but watercolour paper or mixed media works great too.
For bkg I always use my DOX inks from the pads. They do have reinkers for them but I get good colour using the pads.
Also, the backs of photo paper are good to start and practice on.I use kirkland's photo paper boxes from Costco. If you make a piece you really like, you can mount it alone or put cardstock behind it. For me, it's been a nice way to start and practice and try different techniques from Youtube without wasting more expensive paper.

I love glossy paper for alcohol inks - still one of my faves. And recently, I've found Opaque White Craft Plastic which is way better/cheaper than Yupo - as in, non-staining (can completely clean off the colors and start fresh - yea, I know! - and non-warping when using a heat gun. Lovely stuff to play with. I really like it. See Joggles for this good product

You can also use white poster board. All of these are done on poster board.
