I don't think Houston has a Fair? Beaumont has the Southeast Texas State Fair, which used to be in October, but after Hurricanes Rita and Ike they moved it to March or April. And there is the Texas State Fair in Dallas, I think?, but I don't know when that is.
We have the Rodeo in Feb/March, the Renaissance Festival weekends in Oct/Nov, Bayou City Arts Festival in May and October, and I think the International Festival is either spring or fall as well.
Don't get me wrong, there are outdoor events all summer, but I don't know anyone who goes to them!
