I would think you can! You can get an "empty" copic marker and use the refills to mix your own personal color. If you want a lighter B79 then use the colorless blender with the B79 reinker. Or you can get a reinker of a lighter blue and mix it with B79. Just make sure you make a note of how much of each color so that you can replicate the color.
I would use the blender solution to make a lighter colour and one of the greys to make a darker shade. I often use grey over my colour if I don't have a darker shade to make my shading look right.

If you want to make darker custom colors, here's a little color theory advice: Adding black/gray will make a shade (a blackened color) as adding colorless blender makes a tint (because your paper is white). To make a darker shade of the same color, add a tiny amount of a complementary color (yellow+purple=ocher/dark yellow, red+ green= dark red, etc.).
