Default resizing digi stamps

I have a digi stamp in my downloads. it is way too big to make a card with. How do I resize it smaller?
I don't know what info you need to give me an answer.

I open digi stamps in my word processing program and size in there.

Open up your word program and drag the image into word. Then when you click on it there should be a box around it. Go to a corner and you just need to move your mouse to make it smaller.

If you are using Word to size your digital images, there's an easy tutorial with screen shots on my website: Printing Digital Stamps in Word.

I have it saved in downloads.
I have 2 types
one is HPTSMSMVP.JPG
the other is PNG image
both show me the image the first opens in my HP photo window, it won't let me copy or drag.
the other opens in Windows photo viewer. It won't let me copy or drag either.

I don't know but as you can see from the above post I got it to work. I think I might have to say I am a definite rubber girl, these digi's are too complicated.
