I was looking for something similar a while back. I don't know if you've seen any of these, but hope its helpful.
I ended up buying the Boards & Beams set, it has a set with winter accents.
If you only need to do one card, I am more than happy to send you some images from this set. Happy Hunting! Links:
Thank you so much! I'd never seen those - that Boards & Beams set is gorgeous! Don't know why this seems a subject so hard to find!

I just moved and used a castle stamp and stamped some trees alongside and used these for my new address cards to send to friends and family. After all your home is your castle right.......
The upcoming SU one isn't in the mini, it's in the SAB catty. The houses that you create (choice of three house bottoms then add choice of three roof designs) are small. Two have house bases that are roughly 9/16"x9/16" and one is a two-story that's 10/16"x17/16", then you add your coice of small roof. Depends on what you're looking for in a house design. If really little is okay and you plan on purchasing $50 US (don't know what the Canadian equivalent for SAB is), then you can get the house for free. If you prefer something that's going to fill up more of a standard A2 card front, then I'd look someplace else. My personal favorite is PTI's Boards and Beams because of the accessories set that's also available. Also depends on when you need it. The SU one doesn't even start until January 5, and there's always a huge backlog and backorders right at the beginning or end of any SU promotional period. Plus, unless someone posts the .pdf of the SAB catty early or emails one to you (like is known to happen), then you'll have to wait until January 5 to even see the SU one to help make a decision.
Others have posted some really good choices that you can see and get now.
Demos are already posting cards using the new sets. Check out the SU gallery under Mini Catalogs and Previews, the Sale-a-bration, if you want to see what the Good Neighbor stamp set looks like.
and I just used Stampendous "House and Home" - in my last blog and gallery entries.
HTH.
Ooo, hadn't seen those sets before - I like! (Also loved your blog). I love threads like this - keeps me going to companies I may have gone to before but kind of forget about sometimes, and introduces me to brand new sets or companies.
I think one of the new Ippity kits - simply home - would be great for this. It doesn't have a congratulations stamp, but I think the "welcome home" stamp is a great sentiment for a new home!
You can check it out on my blog if you'd like.
It's $20.95 and there are the following stamps in it:
"It's a housewarming party!"
A circle that has a pineapple with a cute border that says Welcome
A scrolly frame thing that says "Sad to see you go" in the middle
It's on my wishlist I haven't gotten it yet since I haven't specifically needed it yet.

this one's a little bigger if you're looking for a larger house. It's a simple victorian. I've used it with paper piecing and also with flower soft on the shrubs and in the windows to look like a flower box.

I didn't read all of the replies so forgive me if this has alread been mentioned.
My favorite home set is by Close To My Heart they have a whole line of sets with some beautiful papers and Stickease called Sweet Home the sets are called Welcome Home and Neighborhood
If you want something more victorian looking....go to ebay and search for PSX stamps. the company is no longer in business but they made beautiful house stamps.

I'm lookin at this thread many years too late but the list of stamps is great. Anyone know where to find SU's Welcome Home stamp set? I like that set and PTI Boards & Beams. I can't decide.

I'm guessing it's retired, so your options are to check places like eBay or etsy or the buy.sell forum here-- you could post in the ISO (in search of) forum if no one currently has it listed.
