Default how do I resize photos before loading to the gallery?

I know how to do it when I email photos [there's that "email this photo" thing to click on in the file manager] but how can I easily resize the photos to be under 80kb on my disk before I submit them to this awesome, wonderful, can't-live-without-it site? Or does it matter? Most of my scans are at about 150-180 KB? I use Adobe Photoshop to crop my photos after I scan them....is there some way to specify the max file size in Adobe?
Thanks for any help!

Wish I could help, but I'm on a Mac and only know how to do it via iPhoto and EasyBatch software for watermarking and resizing jpg files. . . :(

Can you "export" the jpg format of your photo/scan to your desk top and thereby reset the size, to max at 60kb, for example????? Then upload the export you just did?
